With a combined experience of over 50 years in the Construction industry between the two principals of Adam Penny and Julian Kelly, QuantumCLS offer a focused service tailored to meet the specific and bespoke requirements of our Clients, offering a high degree of flexibility, without compromising quality or service delivery.

QuantumCLS comprises a team of highly experienced consultants with specialist knowledge in both the Public and Private Sectors, such as Aviation, Care Homes, Civil Engineering, Commercial, Education, Highways, Hotels, Infrastructure, Nuclear, Residential, Retail, Social Housing, Student Accommodation, Water & Telecommunications. Our in-depth and comprehensive understanding of construction, design and engineering enables us to be proactive and meet challenging targets.

Adam Penny

Director

Adam is the co-founder of QuantumCLS and is an experienced Chartered Quantity Surveyor. Adam is a highly determined and energetic individual, always eager to rise to every challenge met. Adam has extensive Project and Cost Management in traditional and non-traditional procurement environments within both the private and public sectors such as: aviation, care homes, commercial, education, health, hotels, infrastructure, industrial, residential, retail, student accommodation, nuclear, infrastructure and water sectors. Adam is conversant in all aspects of pre and post contract quantity surveying and cost management including projects procured via NEC, JCT, ICE and FIDIC.

Prior to QuantumCLS, Adam developed his skills and experience working for national property and construction consultancies such as Gleeds, Davis Langdon & Everest and Faithful & Gould. In 2012 Adam and his family moved to Qatar where he worked on the new $17.5 billion Hamad International Airport and at Education City.

Other significant projects during his career include the Welsh Assembly Government office, Aberystwyth, a 675-bed student accommodation scheme in Cardiff and more recently the construction of luxury modular homes in the Cotswolds.

Outside of work you’ll find Adam with his young family at rugby or football and when he does get time to himself, he likes to unwind on the golf course. Fore!

Julian Kelly

Director

Julian is a co-founder of QuantumCLS and a Chartered Quantity Surveyor with sound commercial acumen having started in the construction industry in 1985. After many years in private practice and latterly working for main contractors in significant Commercial Management roles, he has developed extensive expertise in pre and post contract phases, in not only the core skill of Cost Management but also Procurement, Employers Agent, Contract Administration, Project Management, Expert Witness and Commercial Management. Julian has comprehensive experience of most styles of procurement from Traditional to Design and Build and Guaranteed Maximum Price coupled with a wide knowledge of many of the common forms of contract such as FIDIC, JCT, and many from the NEC suite, upon which he provides training and advises clients, contractors and sub-contractors how to enhance their commercial performance and return.

Julian describes his approach as one of practical nature, tailored to the needs of each client, always aiming to exceed the expectations of clients, providing cohesive and valued advice.

Julian has experience in the following sectors, Water, Electrical Generation and Distribution, Highways, Civil Engineering, Nuclear Decommissioning, Commercial, Retail, Hotels, Leisure, Housing (private and social), Schools, Health care and Aviation (Landside and Airside), reactive and preventative maintenance frameworks.

Away from work you will find Julian supporting his family in their sport, keeping fit, playing tennis, cooking and watching rugby or football.
